Kitsap Public Health Board to consider fee changes for 2027
You can comment on the proposed 2027 environmental health fee schedule and 2027 administrative fee schedule in writing or in person.
KITSAP COUNTY, WA — Kitsap Public Health District is seeking public comments on proposed updates to its 2027 environmental health and administrative fee schedules.
Health District staff presented proposed fee changes to the Kitsap Public Health Board at its Nov. 3 meeting. A public hearing on the proposed fee changes is scheduled for the Health Board's Dec. 1 meeting. Scroll down to learn more about the proposed changes and how to submit public comment.
Environmental health fees
Environmental health fees are fees charged by the Health District cover the cost of providing permitting services to food establishments, public pools, drinking water wells, septic systems, solid and hazardous waste facilities, and other activities regulated by the Health District.
If proposed environmental health fee changes are approved for 2027, the standard hourly rate for services would increase from $150 to $175.
The hourly rate covers administrative costs, staff pay and benefits, and other costs associated with delivering services (like the cost of traveling to inspections).
Increasing the hourly rate would help reduce the gap between revenue collected from fees and the actual cost of providing services.
The proposed hourly rate change would increase all environmental health fees charged by the Health District because fees are calculated based on the hourly rate and the time it takes to perform services.
If the proposed fee changes are approved for 2027, Kitsap Public Health District's hourly rate would still remain lower than rates charged by many Western Washington counties.
See the draft 2027 environmental health fee schedule for a full list of proposed changes.
Administrative fees
Administrative fees are fees charged by the Health District cover the cost of administrative services offered to the public, such as providing copies of birth and death certificates.
If proposed administrative fee changes are approved, some fees would increase in 2027. For example, a $1 processing fee would be charged for vital records (birth and death certificates) and a shipping and handling fee would increase from $4.50 to $5.00.
See the draft 2027 administrative services fee schedule for a full list of proposed changes.
