Kitsap Public Health Board appoints interim health officer

The Kitsap Public Health Board has appointed Dr. Herbie Duber to serve as interim health officer for Kitsap Public Health District as the agency seeks a replacement for outgoing health officer Dr. Gib Morrow. 

The Health Board approved Dr. Duber's appointment at a special meeting on Tuesday, Aug. 5. Dr. Morrow, who announced his resignation in July, will continue as health officer through September. 


Local health officers are responsible for enforcing public health laws, controlling contagious diseases, assessing, promoting and protecting the health of the community, and developing public health policy.

Dr. Morrow joined the Health District in 2020. He led the agency's COVID-19 pandemic response and championed efforts to improve local healthcare access.

Dr. Duber is a professor in the Department of Emergency Medicine at the University of Washington and works as an attending physician in the UW Medical Center and Harborview Medical Center in Seattle. He served as Washington State Department of Health Regional Medical Officer for Northwest Washington from 2022 to 2025. 


Dr. Duber earned his medical degree from New York University and a Master's in Public Health from Harvard University.
