Please read the following updated Health District Memo about how the Health District will be conducting business for Drinking Water, Septic, Construction & Real Estate work during the Govenor's Stay Home, Stay Healthy Order.

We have put this page together to help the real estate community through the property sale process in Kitsap County for homes that are served by septic systems and are connected to either a one- or two-party private water supply, or a Group B Water System.

Septic Systems - Property Conveyance Applications

A Property Conveyance Inspection Application is required by local ordinance to be submitted at least 30 days prior to closing for any home connected to a septic system. The Health District will review and respond to the application request within seven working days.

The 2021 fees for a Property Conveyance Application are as follows:

  • Property Conveyance Application: $295.00
  • Property Conveyance Application 2 septic systems serving 2 units on same property: $445.00
  • Amended Property Conveyance Inspection with site visit: $145.00
  • Amended Property Conveyance Inspection with no site visit: $110.00

SELLING PROPERTY WITH ONE- OR TWO-PARTY PRIVATE WATER SUPPLIES OR GROUP B WATER SYSTEMS - WATER STATUS REPORTS

Effective March 4, 2019, all properties served by a private one- or two-party water supply, or a Group B Water System are required to have a Water Status Report prepared by the Health District prior to sale. In the past, these reports have been optional, but are now required and should be submitted for review at least 30 days prior to closing. For more details, please refer to the FAQ.

Please note that any Water Status Report issued without current water samples taken by the Health District or a qualified 3rd party will be noted as an item of non-compliance – needs immediate correction. Bacteriological results from the last 12 months and nitrate results from the last 36 months are considered current.

The 2021 fees for a Water Status Report are as follows:

  • Private Water Status Report - Bacteriological sample by Health District*: $315.00

    * Only applicable if nitrate samples taken by the Health District or a qualified 3rd party within the last 3 years are on file for the water supply.

  • Private Water Status Report - Bacteriological & nitrate sample by Health District: $345.00
  • Private Water Status Report – Samples obtained by a qualified 3rd party: $295.00
  • Public Water Status Report - Group A public water system, or Group B public water system: $145.00
  • Amended Water Status Report - Includes bacteriological sample: $165.00
  • Amended Water Status Report - No site visit needed: $110.00
How do I know if I need a Water Status Report for conveyance of a property?

You can use our GIS Mapping System to find out if the parcel needs a Water Status Report. When you click on a parcel, a pop-up will indicate if the parcel is connected to a Group A or Group B public water system; or if it is served by a 1- or 2-party private water well. There will also be message indicating if the Water Status Report is up to date, or if a new review is needed. Questions? Can I get a discount for combined activities at the same property?

Yes, but for one- or two-party water supplies only! To receive the discount, you or your client must apply for the applications at the same time. The discount is equivalent 1-hour of the Health District’s current hourly rate.

Fees for the combined applications are as follows:

  • Combined Application – One drainfield, Health District taking bacteriological sample*: $460.00

    * Only applicable if nitrate samples taken by the Health District or a qualified 3rd party within the last 3 years are on file for the water supply.

  • Combined Application – Two drainfields, Health District taking bacteriological sample*: $610.00

    * Only applicable if nitrate samples taken by the Health District or a qualified 3rd party within the last 3 years are on file for the water supply.

  • Combined Application – One drainfield, Health District taking bacteriological and nitrate sample: $590.00
  • Combined Application – Two drainfields, Health District taking bacteriological and nitrate sample: $640.00
  • Combined Application – One drainfield, samples obtained by a qualified 3rd party: $440.00
  • Combined Application – Two drainfields, samples obtained by a qualified 3rd party: $590.00

THE PROPERTY IS SERVED BY A GROUP A WATER SYSTEM. WHAT NEEDS TO BE DONE?

Group A Water Systems are exempt from the Water Status Report requirements in Kitsap County.

HOW DO I APPLY FOR A PROPERTY CONVEYANCE APPLICATION AND WATER STATUS REPORT ?

Please be aware: Due to laboratory timelines, Health District review may exceed seven days if the Health District is requested to take water samples. It is highly recommended that applications are submitted prior to 30 days of closing, per the regulatory requirements.

We have online and paper submittal options for Property Conveyance Applications and/or Water Status Reports. Applications received at the same time will be granted a reduced fee in the amount equal to our current hourly rate (one- and two-party private water sources only).
